Unless you are using a free plan, the only way to NOT be charged when someone accesses a board with full edit rights is if the board has been shared with the public using the anonymous guest editor access method (https://help.miro.com/hc/en-us/articles/360012524559-Collaboration-with-Anonymous-Guest-Editors).
Viewer and comment-only access is free.
