A team member can only move this not add new elements

That is odd - the ability to move objects is part of full edit access which should also enable them to add new elements. Does this only affect that team member or all team members? Can they try to access Miro a different way (e.g. if they use it through a web browser then have them try the desktop app or vice versa)?
