Navigation with Mouse

I use a mouse for navigation and can’t seem to get some of my frames to move.  (Some do, some don’t.) I know I need to toggle away from the hand by clicking on the pointer or not hitting the spacebar.  However, the pointer often still functions like the hand and moves the entire landscape, not the frame I want it to. What am I doing wrong?

@Mary Ann - You have to click the title or one of the sides of the frame, like so:

Yes it did!  Thank you.  Actually all but 1 stubborn frame are moving now.  Not sure why this one frame keeps changing to a hand when I click on the sides or the title but at least all the other frames are moving now!

Edit:  I also just realized the frame cannot be locked.  Duh.  So now I can move them all.  Again, thank you!
