If I understand correctly, you wish to know whether you need to upgrade your account in order to use Miro REST API and SDK. Is that correct?
If so - that is not a requirement, as any Miro user is able to create a Dev team and start using Miro API. However, please note that some API requests are available only on the Enterprise plan as they cover functionality that exists only there.
I would advise going through this Quickstart Guide to see how you can create a Dev team and your first app in Miro, and move from there.
