Hello!
We have a team of 20 people who need to view and comment the boards (not anonymously so that we know who commented what) . Other 3 people need to be able to create boards/upload and manage them in all the other ways.
Do we need a plan with 3 paid seats or with 23 in order for other users not to be anonymous + comment?

The Team Plan will work fine here ($10 each paid member if paid monthly, $8 is paid annually).

This will be done using the Guest Editor (and commenter) feature:

It’s also worth pointing out that any registered Miro users that you share the board link with can Star the board as a means of getting back to it from their Miro dashboard at a later date:
