Do I need to buy for him extra license for $15 month if I use Consultant plan?
(I now that I cand share board with editors rights by link, buy I want to share with a e-mail and password)

Yes - for long term edit access to a board under the Consultant plan, if you don’t wish to use the Anonymous Guest Editor access method, you’d need to add the client as a full access user to the board which would be $15/month.
