I left the CVC empty for demonstration purposes but even when filled in the Next button isn’t lighting up
Here is the issue:

You have 9 members in the team, but you are changing the Licences dropdown to "1 member".
You cannot proceed until you either purchase 9 Licenses or remove 8 other team members.
If you don't want to remove members from the team, you can create a new team and then move your boards to the new team.
