Quero saber como transfiro a administração financeira do contrato para outra pessoa.

Which states:

I don't want to take a paid seat on the team, but I want to be the payer and receive billing information.
- You can upgrade the team and leave it or ask the admin to remove you. Payment receipts are sent to the email address stated in the Billing section of your team settings. A Team Admin can provide any address there thus you don't have to take a seat in this case. To change billing email open Admin console > Billing > Overview > Billing actions > Change email.

 

Another option if you are already using a paid subscription, you can ask your question directly to the billing support team by opening a support ticket — instructions on how to open a ticket are here:

Note: For Billing related questions, after you have selected Contact support from the Learning Center, select Billing & Subscription → Billing & Payments / Other.
