Show full list of organization users in people widget on private boards

The intelligent people widget is currently limited to users, which have access to the containing board. In order to use the tool in a private group of people (e.g. on management level) to work a the structure of a department it would be of great benefit if the widget shows the full list of co-workers and not only the ones who have access to the board.

For awareness for all users, during my beta testing of the People wodget, I brought a similar concern and the PM for the feature pointed out that only users currently on the board are displayed because, if they showed everyone that has access to the board by default, this could means 1000's of users being displayed, which could both me an excessive amount of scrolling and possibly a hit to performance. So, instead, you would search for the users - and if you feel that you'll need to use them again, you can pin them.

Yes, the ability to search for users not on the board would already fulfill my requirements. At the moment the search bar doesn’t give me any user, which don’t have access to the board.
