Moving multiple frames together

As a User I want to move multiple frames in the “table of contents” view together at once so that I can keep my frames in presentation order and not have to manually reorder everything individually.

Currently this has to be done one at a time.

Need a hotkey to hold (Ctrl or Alt) when one to many frames are highlighted and you want to move the frame and contents to a new position.  Currently, seem to have to zoom in and click inside a corner of the frame that no other object is in.  Middle edges never seem to switch to a four-way move symbol.  Click and hold in the middle, seems to deselect the frames again.
