Layers can be managed by commenters

Hello, I’m raising the question of my commenters not being able to see/select/deselect layers at all, which is a big impediment in my work as an architect for a large media org.

I fully support this suggestion.

I have built a data model for my organsiation (which is an EU agency, so the model is big) with entities that apply to the whole organisation in the default layer.

Entities that are specific to a business area go into their own layer.
My intention was to allow business SMEs to hide the layers they are not interested in, otherwise the model in its entirety will be overwhelming.

However, those business SMEs only have a “Commenter” profile, so they do not have access to the layers feature.
