Company level guest invite management

A company level feature called:
"Allow external invites"
with the options
- Yes (all)
- No
- Yes (for specific teams)

Allowing you to expose certain teams to external collaboration without having to open up your entire Company.

Currently it’s either Yes/No and then up to team admins to set external sharing on their teams.
