Activate/Desactivate some tools in a board

Activate/Desactivate some tools in a board as an admin to not let users use them even with edition rights.

Example : In a Sprint Review where we interact with the whole organization we would like us to edit the board to give feedbacks but avoid the use of the stylo or shapes, … just the sticky notes.
