Why can't I purchase the starter pack?

​@Claire Chiang Without seeing the rest of your screen I cannot say for sure, but perhaps you are attempting to purchase less license than you have team members?

For example:

You need to either

1. Remove two team members
2. Just set up a new paid team for yourself and the other member and then
   1. Add that other member to your new team
   2. Move your boards to the new team space
