No we are facing the issue that the modal is only displayed to full member. Can we display the banner to guest and free restricted too?

The modal described in the guide you’ve attached here runs on an SDK-based app, which means that it will only be available to full members. Guests and visitors cannot install / utilize apps, and thus these modals, I’m afraid.
