Why "Snap to grid" disabled?

On my diagram I’m showing gridlines and want to enable “Snap to grid”, but it’s showing up as disabled. See screenshot below.

Settings > Preferences > Grid > Snap to grid

How do I enable it?

@SamuelN - Snap to grid appears to only be an option when you are in Dot grid mode:
