Unauthorized charge

I have been receiving a recurring monthly charge (US$70) and it does not show that I have an active plan. I searched for instructions to access billing information, but the tutorial indicates an option that is not available when I access it (because I don't have it). I need a response because I cannot continue paying and I need to be reimbursed.
