Unable to invite a guest editor

I’m currently unable to invite an external guest editor.   

What settings should I look at to enable this?

@Ruel Loehr - I suspect that you are on the Enterprise Plan.

 As per the Enterprise Plan Sharing Policy Help Center article, you will need to reach out to your Company Admin to discuss having the policy changed.

You may want to forward this post to them, so they will have a link to the Sharing Policy Help Center article and a screenshot to work from.
