You can’t transfer licenses between teams yourself.
Here’s how it works in Miro:

Licenses are tied to the subscription which is the team they were purchased for. Even if you have unused paid seats, they can’t be moved to a newly created team.

Creating a new team will, by default, be treated as a separate team, and adding members there may trigger a new charge
You can use the existing team. If there’s no strong need for a separate team, keeping everyone in one team avoids extra billing and makes seat management simpler. Another option is to create a new team under a Free Plan if this new team does not require a paid plan feature activity.
