We are looking for a way to have our PO or Dev Manager set up to be able to set permissions for a board in case the board owner no longer works here or is not available. (For instance, we have someone out now on a family emergency for several days and we need edit access to his Miro board, but it seems our Team Admins don't have that ability to grant access to boards.

This is correct. If you have an Enterprise Plan subscription, it is possible for the for Company Admin role to complete such actions by enabling the Content Admin permissions – more on this here.

In this specific scenario, a Team Admin could simply delete the ex-employee and assume ownership of all of the deleted user’s content.
