The only way that you can force everyone to see the same page in an imported PDF would be to navigate to the page you want and then use the Pin option in the toolbar to set the current page as the start page.

I learned this while playing the Cozy Juicy Real team building game. Our team would play this on the Miro board, but our team lead would also be sharing their screen over MS Teams. The game cards are a two-page PDF. When I would move to page 2 and Pin it, I could see the team lead’s Miro board update to page 2.
