I know the black button “see recent change” shows if you are not visit the board in a while but how can I manual enable “see recent change” for any time?

+7This isn’t possible, but as an alternative, you can visit the board history and scroll through the changes there. If you click on any change, it will jump you to the object which was created or modified.
