in the ipad app, Is there anyway to “stop scrolling” with a single finger?

I find it very difficult to write (using the pen)  as, as soon as I place the pen, the assumption is I want to scroll, when I want to write it.
 

@Muazam Sarfaraz - Until someone more knowledgeable with the tablet app and pens can reply, all I can offer are the following resources:
