Hi, I have read  Education Plan Help Center article and understand the steps to change team admin on education plan.  However, it’s not clear how to handle someone who is current Admin but needs to remain part of the team.

If current Admin leaves the team and transfers the admin role, can they STAY or REJOIN the team without losing boards / input that they have created?  Before attempting it, we need to be certain the current admin will not lose content.

Your concerns are valid as the Leave team confirmation dialogue is different when leaving an Education Plan (i.e., it doesn’t mention the transfer of content to another team member):

So, to test this, I used my spouse’s Education Plan. When I signed in as my spouse, left the team (same prompt above) and chose myself as the new Team Admin, I became the owner of all of her content (Spaces/Sections, boards, and custom templates).

You are good to proceed. Once you do this, and then invite the current admin back to the team, you would have to transfer ownership of assets back:
