How do I change preferences for mouse and trackpad?

I do not like the default ways I am supposed to scroll using mouse. I want to use the wheel to scroll. How do I do that?

    @Adam Chasen - If you force trackpad mode, the mouse wheel should scroll up/down with the wheel, and side-to-side while holding Shift and using the wheel.

    You can only use the pre-configured options of Mouse or Trackpad, which cannot be customized.

    Oh that’s not good. Thanks for letting me know. The mouse and trackpad are driving me crazy. :(
