Is it possible to configure Miro so that accounts created through the SCIM are given a Free-Restricted license instead of Free

@Kristian Cardona - While I have not yet confirmed SCIM in myself, from reading the help doc, I think it is possible, but only if you are subscribed to the Flexible Licensing Program:

If you are not subscribed to the Flexible Licensing Plan but would like to, I believe you would need to reach out to your assigned CSM (Customer Success Manager).
