Error when trying to extend an Education Plan

I have this same problem, the link says:

Hmm, that didn’t work

That page can’t be reached, but if you double-check it, we’re happy to try again.

Is there another way to extend the education plan, or should I re-apply?

I’ve also received an email saying: “If you're still a part of an educational institute, apply here to extend your Educational Plan...”, but when I click the link an error message of “That page can’t be reached, but if you double-check it, we’re happy to try again. [error] "b9459494-64c6-454b-b612-252044775d29"” appears. 

Since I cannot reach the site through that email what’s the process to extend the education plan?
