Education plan form does not work, cannot use

Hi, I am a grad student at Princeton and would like to use student plan to collaborate on research better. However the form seems to be bugged, after filling out it just loads infinetly (longest I waited was over 20 minutes, then my laptop turned off).

Can I submit a ticket manually?

Or is it a common issue and I should try again later?
