1. If you use add comments using Miro "Comments" feature - these comments cannot be exported. Refer: Comments
2. Now if you are referring to comments as notes taken in stickys or Texts then exporting them to excel will capture these texts. You can use the export button on top left part on Miro board.
3. To copy the whole board to a new board and export to CSV
(a) open one tab with the board you want to copy
(i) select the whole board - use keybaord perform CTRL+A (windows) and CMD+A(mac)
(iI) copy everything that is selected - use keybaord perform CTRL+C (windows) and CMD+C(mac)
(b) open another tab with your Miro account
(i) in this tab click on create board - Refer How-to-create-a-Miro-board
(ii) please check that you are getting the export icon (provide a screenshot). If you do not see the export icon then your original problem will remain after copying the content.
(iii) Right after performing 3(a)(ii) please paste the copied content here in the new board - use keybaord perform CTRL+V (windows) and CMD+V(mac). All the content will be copied in the new board
(c) Click on the export icon and choose CSV to export all texts
4. You can use Jira cards in future to collborate on your story points directly and the stories will get created in your Jira automatically. Refer Jira Cards and then install the plugin.

It is possible that the board or team content settings have been set to prevent exporting or copying content from the board. You can refer to the Help Center article here for more details: https://help.miro.com/hc/en-us/articles/360018350399-Board-content-settings
