That is odd. I just did an upload test of a PNG-format image and I have all the usual image manipulation tools available (see below).
As you are accessing Miro using a browser, could you try clearing your cache and browser history and then stopping & restarting it and retrying? Also, if there are any extensions being used in the browser, try turning those off.
