I have set up dot voting on my Miro board, but it appears commenters aren’t able to do this (and can only do this as editors).  Also, the commenters tool bar down the left-hand side only shows a hand and speech bubble?  Whereas I would like them to be able to add sticky notes etc.

Can Commenters use dot voting?

No. Commenters can only leave Comments (i.e., the speech bubble you are referring to).

The only other way that I‘m aware of that a Commenter can interact with a board is to +1 interactive stickers or emojis – more on this here.

So to clarify, if I want participants to add sticky notes, they will need to be editors? The challenge I found with that was then when participants were editors, they were able to move around aspects of the task, which were not meant to be moved! (Eg: such as part of a flowchart!!)….Would using frames prevent this at all?

Correct.

The only way you could stop them from moving objects is to lock the objects.

 

Would using frames prevent this at all?

While frames would not not immediately prevent this, if you were on the Business or Enterprise plan and had the Synced copies feature enabled on your subscription (I believe it is still in beta), you could have your flowchart on another board and place a synced copy of the frame on the participants working board.
