How to Create an OAuth Client App with organizations:read Scope Without an Enterprise Account

Hello,
I am a developer on a development team.

I am trying to create an OAuth client app using a non-enterprise account, but I cannot see the organizations:read scope. However, I can see the auditlogs:read and sessions:delete scopes.

Does the development team also need an enterprise account to create an OAuth client app with the organizations:read scope?
Or is it sufficient for the authenticating user's account to be an enterprise account?

I would appreciate any clarification.

In order to use our any of our APIs which use enterprise scopes (i.e. organizations:read), you will need to have a dev team within an Enterprise account. You can see the process to request an Enterprise Sandbox here
