Like we have Content Admin and Security Admin roles, have another which which just allows a certain set of users with that permission level to re-activated deactivated guest users.

Hi, I fully support this feature request as especially in large organizations it drives the Admins crazy to do the reactivations. I suggest to either create a specific Admin for that, or make that feature available in the Admin creation list or assign this role also to the Team Admins.
