Team Admin (education) - Assignment issues

I am struggling to add/assign Team Admin rights for our RTE.  They have a full licence and are part of the team.
But everytime I select their name and click on the three dots - I only get “User details” and “delete from team”.

Am I missing a step or a setting or a condition for the Team Admin assignment to appear?

@craigeat The Education Plan only supports one Team Admin:

Thanks Robert for your help.  Now just to figure out how to change it then to our Release Train Engineer :-)

@craigeat To change it to another team member, use the Leave team action (on the Team profile screen) and you'll be prompted to select a new Team Admin from the list of current team members. 

Then you can be added back to the team of need be.
