Notifications on boards are turned on by default, which means that every user has to turn off notifications for their boards. This article has more details, including:

It sure seems like having the ability to disable the auto notification feature would be helpful. When searching for how to stop notifications from being sent out for each change (i’m developing our board structure and making frequent additions and edits) I came across many similar questions. Can this be added as an admin role so that my testing group isn’t getting all these notifications?

At this time, email notification settings are user-specific, meaning only the individual team members can manage their own preferences via their Profile settings (under Preferences → Notifications). Unfortunately, admins do not currently have control over disabling or suppressing these notifications on behalf of others.
