@Olaf Lewitz - I can't test myself at the moment, but if the frames navigation pane is unavailable in the template editing interface, you could add the template to a new board, make your changes, delete the custom template, and save your new board as a new custom template.

As @Olaf Lewitz had pointed out, you cannot modify the order of frames when editing a custom editor due to the collaboration toolbar not being present.
