@DM_MD - Locked objects in/bound to a frame will move with the frame. When you select all of your objects, I see the “hide frame eye” action in the context menu, meaning you have a frame in your mix of objects:

The fact that your locked rectangle shape moves with the object group of objects, but not the rest, is likely due to timing/placement of the rectangle shape relevant to the frame.
