“Locked” should mean locked. Locked images should not be 'captured' by Frames

I use ‘background’ images to denote special areas in my boards, and I keep them Locked so that I can work on top of them, place images, text, etc. The problem I have is that these locked BG images keep getting ‘captured’ by Frames that are dragged or placed over them, even when the Frame only partially covers the BG image. Please adjust the code so that Locked images do NOT get included in Frames, OR change the code so that only items that are completely within a frame are captured by the frame

Bumping this. Is there away to set frames so that only images that are FULLY enclosed with be ‘captured’? 

 

All images that a frames passes over, even partially, get included with the frame’s “set”. I want this to not happen.
