I honestly can’t remember the functionality, but I am getting super frustrated with the face the objects always attach to the “base” frame and not the relevant frame I am working on. ( I attached a screenshot)

I am wondering if this a new bug, or feature?

if it’s a bug, i’d love for a fix ASAP. 
If it’s a feature, would to hear any suggestions on how to better utilize the system.
