Correct. It is only available for:

1. Desktop browser
2. Desktop app
3. Mobile app

Now that you have posted to request Talktrack functionality for all devices, hopefully Miro will add this functionality for the Tablet app soon

Yes, anonymous/unregistered users will be able to view Talktracks through a desktop browser as per the Talktrack help center article:
