Cannot Move an Icon Where I Want it

Within a frame, I have some text. I then insert an icon and the icon moves to the top left of the frame and doesn’t let me move it anywhere else on the board except outside of the frame or in the top left of the frame. How can I move the icon where I want it to be (free form)?

@Amanda Vasile It sounds like your frame is set to grid. Your nailed when you said free form as you will want to change it to freeform:
